The "Product Eco-responsibility (Amendment) Bill 2023" regarding the regulation of disposable plastic cutlery and other plastic products was passed by the Legislative Council on 18 October 2023. In order to allow the industry sufficient time to prepare, the government plans to implement the first phase of regulation starting from 22 April 2024 (World Earth Day). 

To assist the hotel trade in adapting to the new regulations on disposable plastics, the Environmental Protection Department (EPD) will organise a series of training seminars. These seminars will provide information on implementation details, including regulatory models, legal requirements, alternative solutions, penalties, and sharing of practical experiences.  The government hope this will help the trade to be well-prepared for the implementation of the new regulations.  These training seminars primarily target management personnel and frontline supervisors in hotel establishments.  By providing basic knowledge of the regulations, the government aims to help participants effectively convey the information to their frontline staff. 

To this end, the EPD has engaged the Productivity Council (PC) to conduct 2 more industry training seminars in February and March 2024.  The details of the training seminars are as follows:

Re :誠邀參與管制即棄膠餐具和其他塑膠產品業界培訓講座（酒店業） 

有關管制即棄膠餐具和其他塑膠產品的《2023年產品環保責任（修訂）條例》已於2023年10月18日獲立法會通過。為了讓業界有足夠時間做好準備，政府計劃於2024年4月22日（世界地球日）開始實施第一階段管制。第一階段管制包括禁止在本地銷售即棄膠餐具和禁止餐飲處所向顧客提供9類即棄膠餐具，並對一系列即棄塑膠產品的製造、銷售和供應進行管制。 

為協助酒店業界適應管制即棄塑膠的新法例，環境保護署（環保署）將舉辦一系列培訓講座，提供有關實施細節，包括管制模式、法例要求、可替代方案、罰則及埸境分享等資訊，希望有助業界為落實新法例做好準備。本培訓講座的主要對象為酒店業處所的管理人員及前線督導人員，透過提供基本的法規知識，幫助參與者傳遞相關條例的資訊給前線員工。 

為此，環保署聘請了生產力促進局（生產力局）舉行多兩場業界培訓講座。有關2024年2月及3月份的培訓講座及相關細節如下：
