On 31 August 2023, the Federation organised a briefing session on the Enhanced Supplementary Labour Scheme (ESLS) with the HKHA, and supporting organisations including the Hotel Controllers & Accountants Association (HCAA), Hong Kong Laundry Service Association, and HR partner 339HR. This is the first briefing session on ESLS attended by representatives of the government for any trades after their announcement on 28 August 2023.
Please be reminded that the Labour Department Briefing Session on the Enhanced Supplementary Labour Scheme will be held on tomorrow. Due to the overwhelming response from our members, the venue will be changed to Regal Ballroom on B1.
To alleviate the manpower shortage across different sectors, the Chief Executive in Council has earlier endorsed the enhancement of the coverage and operation of the Supplementary Labour Scheme (SLS). After consulting the Labour Advisory Board (LAB), the Labour Department (LD) will launch the Enhanced Supplementary Labour Scheme (ESLS) next Monday (September 4) and begin accepting applications on the same date.

The Labour Department will organise the North District Recruitment and Training Expo 2023 on 13 October 2023 at Wo Hing Sports Centre in Fanling. The details of the Recruitment and Training Expo are attached (only Chinese version).
We urge members to take immediate notice regarding the Enhanced Supplementary Labour Scheme (ESLS). The Federation of Hong Kong Hotel Owners (FHKHO) and Hong Kong Hotels Association (HKHA) are jointly launching an Expression of Interest (EOI) exercise to ascertain members' genuine needs for importing labour via the ESLS.
The Labour Department would like to invite our members to participate at “Building a Multicultural Workplace Job Fair” on August 22-23, 2023. The details of the Job Fair are attached (only Chinese version).
The Federation invited our members to complete the Hotel Manpower Shortage and Import of Labour Survey last month, we have brought the survey findings and recommendations to 14 Legco members for support the past two days.
The Labour Department has contacted the Federation to invite our members to participate at the Recruitment Day for Catering, Retail, Hotels and the Elderly and the Middle Aged. The Recruitment Day will be on 20 and 21 July 2023 at Macpherson Stadium. The details of the Recruitment Day are attached (only Chinese version).
In order to facilitate our argument on the Import of Labour with the Government, we would like to collect more up-to-date data regarding the hotel manpower shortage numbers and your views on Import of Labour.
