Government Announcement – Expansion of the “Southbound Travel for Guangdong Vehicles” Scheme

Members are advised that the HKSAR Government announced today (8 June 2026) the expansion arrangements for the “Southbound Travel for Guangdong Vehicles” Scheme. Chinese only https://www.info.gov.hk/gia/general/202606/08/P2026060800602.htm

 

Following the implementation of the Scheme at the end of 2025, which allows eligible Guangdong vehicles to enter Hong Kong urban areas (with a daily quota) and to use the Hong Kong Port Automated Car Park at the Hong Kong-Zhuhai-Macao Bridge (HZMB) under the “Park and Fly” arrangement, the scheme has reportedly been operating smoothly, with application and travel bookings steadily increasing. By end‑May 2026, around 8,400 applications for the urban entry scheme were approved, with approximately 6,700 vehicle trips recorded. Demand during the Labour Day Golden Week even exceeded quotas by two to three times.

 

Key Expansion Arrangements

 

After reviewing operational experience, the Governments of Guangdong and Hong Kong have agreed to progressively expand the Scheme:

  1. Geographical Expansion
    • By mid-2026, the Scheme will be extended to cover all nine Mainland cities in the Greater Bay Area (including Shenzhen, Foshan, Dongguan, Huizhou and Zhaoqing).
    • The long-term target is to extend coverage to all 21 cities in Guangdong Province by or before the first quarter of 2027.
  2. Increased Daily Quota
    • The daily quota for urban entry will increase from 100 vehicles to 200 vehicles per day.
    • Each vehicle may stay in Hong Kong for up to three days.
  3. New “Park and Visit” Service
    • In addition to the existing “Park and Fly” service, a new “Park and Visit” (易泊游) service will be introduced.
    • Under this arrangement, vehicles park at the HZMB Hong Kong Port Car Park, and travellers complete immigration clearance at the Passenger Clearance Building before proceeding into Hong Kong via local public transport.

Urban Entry (New Cities)

  • 9 June 2026 (9:00 am): Registration for lottery with Mainland authorities
  • 29 June 2026 (9:00 am): Successful applicants submit applications
  • 25 July 2026 (from 00:00): Entry into Hong Kong via HZMB on reserved dates

 

Port Car Park

  • “Park and Fly”:
    • 9 June 2026 (9:00 am): Reservation opens
    • 15 June 2026 (from 00:00): Eligible vehicles may enter car park
  • “Park and Visit”:
    • 16 July 2026 (9:00 am): Reservation opens
    • 25 July 2026 (from 00:00): Service commencement
